The ICC system applies to imported goods. If the imported products are covered by the Philippine National Standard (PNS) and are subject to mandatory testing, the imported goods must be tested by the Philippine Bureau of Standards (BPS). If they meet the requirements of the corresponding Philippine national standards or internationally accepted foreign standards, BPS will issue an ICC license to the product importer, allowing them to use the ICC mark. Imported products are subject to sampling inspection. In addition, the Philippines will conduct random market sampling inspections to ensure that imported goods meet the requirements of the corresponding Philippine Standards (PS).

There are five categories of goods within the mandatory scope:

  • turbo broilers/fully-automatic washing machines
  • spin extractors/inverter air conditioners/electric juicers
  • electric food mixers/electric food processors
  • electric kettles/electric pressure cookers/electric slow cookers
  • electric multi-cookers
