Except for products regulated by the Nigeria Food and Drug Administration and Control (NAFDAC), all products and goods imported into Nigeria are positioned as products regulated by the SONCAP program. In addition to products regulated by NAFDAC, the following products are not subject to SONCAP control, including:
Food
Drugs
Medical supplies (except equipment and instruments)
Chemical raw materials
Military supplies and equipment
Aviation-related products
Industrial machinery for production
Second-hand products (except motor vehicles)
Bicycles, motorcycles and motor vehicle components provided to legal manufacturers or assemblers for assembly
Type Approval Regulations 2024
The Nigeria Communications (Type Approval) Regulations 2024 (hereinafter referred to as the “TA Regulations”) have repealed the Type Approval Regulations 2008 and the Type Approval Guidelines. Under the new TA Regulations, there are several notable changes:
- The NCC (Nigeria Communications Commission) can now provide equipment holders with temporary type approval for prototype communication equipment for a trial period of not more than 180 days to encourage research and development (equipment holders are defined as providers of communication services, suppliers or manufacturers of communication equipment).

- Type approval (or exemption from type approval) granted by the NCC may be revoked or cancelled on the following additional grounds:
- i) There is a known defect in the equipment type, or the defect has been reported to the NCC or any other competent authority;
- ii) It constitutes a threat to national security or public safety.

- In addition, the regulations add a complaint procedure regarding the operation of type-approved equipment, which includes submitting complaints or objections and other information to the NCC; the information includes:
(a) the name and address of the complainant;
(b) the name and address of the person complaining (if known); and
(c) facts and relevant data (if any) showing that the equipment does not comply with the type-approval regulations or may cause harmful interference to the communication network, see TA Regulation section 25
